SkinMaker is a browser-based Minecraft skin delivery toolkit that turns one 64x64 skin file into a client-ready bundle: a Bedrock .mcpack, a Java PNG, an HD upscale, a UV layout sheet and 3D preview renders.
SkinMaker takes a 64x64 Minecraft skin PNG as input and outputs a packaged delivery set: a Bedrock Edition .mcpack, a Java PNG, an HD upscale at 128x128 or 256x256, a labelled UV layout sheet and 3D preview renders. The conversion and rendering tools run in the browser with no account and no server upload. The packaging and rendering workbench is still in development and ships first, with a waitlist granting access in the order people joined. SkinMaker states it is not an official Minecraft product and is not approved by or associated with Mojang or Microsoft.

If the buyer plays Bedrock Edition — mobile, console or Windows — yes, because Bedrock cannot import a bare PNG. A .mcpack is what turns the skin into something they can wear. Java players on PC use the exported PNG instead.
Java Edition on its own reads 64x64 only, so 128x128 and 256x256 skins need OptiFine or another client with HD skin support. Every HD export from SkinMaker comes with a 64x64 version alongside it so the buyer is not stuck.
No cape packaging is available. In vanilla Java, capes are only the ones Mojang hands out and players cannot upload their own; third-party clients such as OptiFine, LabyMod and Cosmetica allow it. SkinMaker says it will not ship cape packaging until it has tested it on current builds.
The free browser tools do the work locally and never send your skin to a server. Workbench features that need a server keep files only for as long as the job runs, and a project and everything in it can be deleted at any time.
